[Help] Whenever I restart my Windows 10 PC, my wired internet connection turns to "limited" unless I shut down and boot up again.

I have had Windows 10 on my PC since September of 2015. As it says above, I have been experiencing difficulty with my internet connection going limited if I [Restart] rather than [Shut Down] and start it back up again. Any help would be appreciated.
