Really, survival ammo spawns are ridiculous

I shouldn't be able to loot 90 9mm and 50 .45 in 10 minutes, but all spread apart as 1-2 bullets at a time in literally every file cabinet. At least reduce the spawn rate in offices, it doesn't make any sense. Sometimes I see spawns of 6 at once, why not more of these types of spawns and less random container spawns?
