Where can I find regular bears?

I'm looking for regular bear pelts for Hearthfire. All the bears I'm finding are either cave or snow bears. I'm worried that my level is high enough to where the regular bears are not spawning.

Anybody have any advice on this? Also is there any merchants that regularly carry bear pelts? Thanks.
