Here's how to incentivize going rogue more often: Faction Bounties
So there have been countless posts about how the payoff for going rogue at the current state of the game is minimal and not worth it. However, what if The Division had a system where you can accept anonymous bounties posted around the DZ from the different factions, giving you faction-specific cosmetics or weapons/weapon skins if you complete them?
For example: You see a bounty from the rioters requesting aid for killing Agents in exchange for DZ credits, EXP, and a skin or something. The bounty's objective could be like "survive a rogue level 1 status" and there could be harder bounties like survive a manhunt that offer greater rewards. Once you complete the objective, you run to a location to drop off your bounty and claim your rewards. You can even make it so that players can kill you for your completed bounty but that might be a design-nightmare.
Also, the bounties don't have to be PvP-only; you could accept a bounty from the LMB to kill 5 rioters, 5 cleaners, etc. in exchange for rewards.
I feel like this would create a whole new dynamic to the DZ and make going rogue more fun and high-stakes. Thoughts?
edit: In addition, these anonymous bounties will help explain why some Agents will go rogue; because right now there is no lore or explanation why going rogue is an option in the game world.
