Skins not working in 1.6.4?

I've been doing some misc things in 1.6.4 and I have noticed skins look like this. It's fine in 1.7.10 and above, and even if I set my skin to the default steve skin or reset it on the minecraft.net website I still have issues. Is there any work around for this? I imagine it has something to do with the skin changes they made around 1.8, but I remember my skin worked fine even in 1.6.4 when they changed the skin system when I was playing modded minecraft.
