Proximity Chat on ps4

Does proximity chat not work on PS4? I've been having a blast with it on PC but I have yet to hear one person talk to me on PS4 during the closed and open betas.

Also when my friends and I are in a party without the PS4 party chat we can't communicate with each other at all!
