What's the appeal in the Houndmaster?

So, I have tried using the hound master in my party as a replacement for an arbalest in position 4. He doesn't do much damage with hound's rush and the 1 point of bleed for 5 turns becomes essentially useless because enemies are dead by then. Can someone explain to me why people are using him?
