[QUESTION] DA 5960 & 4187

As the title says I have a question regarding, DA 5960 (BAQ/VHA) / 4187 (COLA) and whether, or not command sponsorship is required for submission of each. Back story, I'm stationed in HI, and my SO lives here already, but she's from DC. I'm under the impression CMD SPN is only needed if you want your spouse/ or household goods transported on the Army's dollar. Still they want one for me to submit 5960&4187. Is this allowed? I can't submit CMD SPN due to being flagged. It wouldn't be approved. I've read AR 614-30, but it doesn't mention whether or not it's needed. I've also read AR 600-8-2 and flag only limits CMD SPN. I'm going to go to finance & possibly JAG to inquire more, but I wanted to get as much info as possible before approaching them.
