Need something clarified: Is not not possible to get 99 overall anymore?

Seeing posts online that its only possible to do so via some glitch ... but the park is FILLED with 99s... so is it patched or no? If I have to play against cheesers that didnt have their false rating taken then Id rather get a refund.
