Can somebody explain to me why non English speakers come to English servers?

I have seen a few explanations but none really add up. A lot of people cite server issues, but I don't see how having a high ping on a server and playing with people who you can't communicate with is any better.

I'm not upset if there are real issues, but getting into games with 2 or more people who I can't communicate with at all is ruining games.
Not hating on people who come, try their best to communicate, and play as a team. I'm more taking about the Instalock pudge mid players who don't even try to communicate or just flame the whole game. I would like to see input from people in other countries who play on US servers.
