Best way to deal with aphids?

They haven't reached my little cannabis plant yet (balcony), but one of my pepper plants is absolutely ravaged.

What's the best way to deal with these little assholes? I've been using pyrethrum spray for the last few days but it doesn't seem to be doing an awful lot.
