Can I [26F] break up with my boyfriend [25M] of 1 year through a phone call? Reason inside

Breakups

As title says, we have been together a year now. It's a terrible, toxic relationship. I love him, but he has a number of emotional issues which put incredible pressure on me. He makes me feel responsible for regulating his emotions. If I don't "help" him by holding him and telling him everything is okay, he will sit on the floor and scream and cry and yell horrible things at me. Other times he is lovely, but I can't take it anymore. Over the last 2 months I have tried to leave at least 8 times, but he cries and screams until I give up and comfort him and agree to stay. My life feels hopeless and pointless and I want to take back control. In this situation, can I break up over the phone? And then block his number? I know he will call me 30+ times repeatedly if I don't block it. He uses every imaginable manipulation to get me to stay. I feel trapped and sad.

tl;dr: Can I break up with my emotionally dependant boyfriend through a phone call? Freaks out and screams when I try in person
