Megadrain Mutation vs. Thief's Anklet

How good are the HP/AP Drain from the Megadrain Mutations compared to a Thief's Anklet? If they are as good as the Thief's Anklet, then I replace it with an Artefact. Also, how many stacks for the Megadrain Mutations? Thx
