What exactly does Chasun's Fallen Blossoms ability do?

I tried looking online for an answer, but all i found were people complaining that it is OP or whatever. I'm simply looking for what "balancing the HP and the attack gauge" means. Does it lower her max HP if she has more HP than her target? It appears to just be a heal, but am I missing something deeper?
