If DC was not the Capital, what do you think the twin cities of Alexandria and Georgetown would be like?

If the capital had remained in New York or Philadelphia, and the district never built, do you think that Georgetown or Alexandria would have developed in to major east coast cities? Would it be a twin cities environment?
