Photoresistor Circuit Assistance

Basically, the goal is to have the LED light up when enough light hits the photoresistor. Then, I would like the push-button to cycle the LED when pressed...
So, I have the pushbutton set to the clock of the 4013 (pulldown resistor added that is about 10ohm I think). Set/Reset are to ground, and data is connected to the not Q output to act as a toggle. Q is attached to the LED. This all seems to work just fine.
Now, for the other half, I have the photoresistor created a voltage divider. The ambient resistance of the photocell (very controlled at my workstation) is about 1700 ohms. My goal is to have the 4013 clock cycle when the photocell drops to about 1000 ohms. So, by my calculations, I have a 500 Ohm resistor on the bottom half of the divider. The divider then acts as the base to a PN2222 transistor, which has the 3v collector and the emitter going to the 4013 clock.
This part works, but not consistently. I looked to see if I was floating anywhere, but did not see anywhere. So I'm wondering if I have a bounce issue? If so, how would I go about correcting that.
Thanks for any assistance!
