Next generation GPU's

I'm currently stuck with my PC havig high end CPU/RAM but a crappy GPU, so I was wondering when the GTX 1000 series and radeon 400's come out will there be some failry cheap but powerful GPU's that come out: under $400

edit: Also will current gen GPU prices drop?
