[NC] Minor bumper bump

My wife just called to inform me that at a gas station her and another car's bumpers made contact. She, the other driver, and the driver's female passenger surveyed the damage and all parties agreed that there was none. Regardless, my wife offered multiple times to call the police and report the incident. The other driver declined and instead insisted that my wife give him "financial compensation" which she declined to do and offered again to report the incident which he again declined. She did give him her name and contact info though. No photographs were taken, unfortunately, by either party. And afterwards she left. My main concern is that will potentially count as a hit and run should the other driver (a young teenage male) decide to report the incident after the fact. So, going forward, what do I need to do? Should I go ahead and consult an attorney? Should I hire an attorney that specializes in hit and run cases? Should I hire a private investigator to secure statements from the female passenger that the male driver waived reporting the incident or would that even matter?
