Finding people to start new characters with

Is there any service that facilitates the meeting of players who would like to make new characters (or dungeon) together for an extended period of time? I really enjoy the social aspects of games and am not a fan of long stretches of gameplay with absolutely no one talking (read: dungeoning to 100). What would be the best is if there is a community of players that is constantly in teamspeak shooting the shit while playing. Does anyone have any advice for me?
