Some weird staring going on

I might be exaggerating, but I end up making eye contact for minutes with these guys. I'm not sure if it's my fault, but I either feel eyes on me or look up and these guys are looking at me... so I naturally end up looking back for several minutes. It's sorta gotten out of hand especially since I don't know what this means and whether I'm the creepy one.

I matched with one guy on tinder last year after having stared each other for a couple weeks, but we never messaged each other. I realized how creepy it was getting, so I started ignoring him. Now it's happening with this other guy and I'm wondering if it's just me and whether I should cut it out or introduce myself.

I'm in college right now, so I chalk this up to complete inexperience with how the world works.
