[Question] Does blocking require dual wielding/ a shield or a Stave?

Title says it all, so am I able to block if Im using Rumi's Concoction or Bone Offering with the new Ascendancy class Necromancer, while Im wielding a 2H axe for example or do I have to dual wield/wear a shield or stave?
