Provide any additional details you wish below.

I have had my PC for about 10 months and have been very pleased with the performance, but noise has become an issue. For gaming or when I am using headphones I cant hear it, but with light browsing I can hear the whirl of the fans. My case fans are daisy chained together and running at 800ish RPM. I believe it is my cpu fan making the noise, so I am looking for a silent cpu cooler around $40, but am open to suggestions. The coolers that I have in mind are the be quiet pure rock or cyorig H7. I would also want to note that I plan to use this cooler for other builds in the future, unless something better comes out or compatibility is an issue. (6 years maybe) Thank you for reading this long post, any comments are helpful.
