Safety razor issue

I'm using Parker 99R - Long Handle SUPER HEAVYWEIGHT Butterfly Open Double Edge Safety Razor -- and Shark blades.

Issue: i can only use one side of razor typically - the other side seems to get caught in my hairs/not as close shave. I have tried other blades, as sharp as Feather and typically have the same issue.

What could be other issues? Think my technique is okay. Time to upgrade razor?
