Water and Sewage have stopped working...

Really confused here. I haven't played the game in about a month and I just came back to a previous save to find that every building is not receiving water and sewage is not being taken away. Sewage plants and water pumps all say that they are working properly. I have never downloaded any mods or expansions. Anybody know whats up?
