High CPU Usage while in-game

I know this issue isn't a new one, but it just randomly started happening to me. I have an i5-4690k overclocked to 4.5ghz on 1.25v, and for my graphics I have 2 gtx 970 in SLI. While playing Black Ops 3 even on low settings, my CPU is at 100% in the menu and in-game, with frame drops from 144 to 30 or lower. I have turned my overclock off, and the usage hovers around 80-100 while in-game(not menu). My cpu temps are fine even when overclocking, never see it reach 60. Nothing is taking up the CPU usage, at most it says bo3 is using around 70% yet the overall usage is at 100, even when nothing else is open in the background.
