Since the newest Insider build of Windows 10, I have to power down my PC and power it back on to get Windows to entirely start

This was never a problem until the newest build. When I go to start my pc, everything turns on and I make it as far as the Windows logo appearing on my secondary monitor, and then the little circle of circles below the logo doesn't show up, and Windows won't fully load unless I turn my PC off and back on
