How does shuffle move work?

I'm not sure if I downloaded the right one ( I downloaded from the shuffleMove subreddited) but it seems like everytime I fill in the board it gives very inefficient moves, meaning I can think of moves by myself which would give more combos.

EDIT: I'm using shuffle move on diancie level 295-299
