PLEASE HELP (fuzzy will not use the litter pan)

I have had my little man for about 2 months now, i have 2 other fuzzbuts one that is younger than him and one that is a month older and they both know as soon as they see me come to the cage they use the potty and that's when i let them out. The other little devil i have will poop or pee anywhere, i clean the cage with the ferret odor remover every day and he always just poops where he wants. This is causing a nasty smell in my room and very frustrating for me. I have singled his cage to only one level and he still poops everywhere. I've tried litter and no little nothing changes it. I really need help because it is becoming very annoying. Any input is greatly appreciated
