[TOMT]I've been trying to identify this song for over 15 years

Back in 1999 my friend made a me a mix CD of punk music she thought I would like. She had a hand written track list that I promptly lost. I held on to the CD and was able to identify most of the songs but this one has eluded me. Soundhound, shazam, and google have all failed.

Can anyone here identify it?
