Best way to pre-populate separate form?

I have a form called tblApplications which, on insert, I want to populate a separate form called tblApplicationsManagement.

The ID field from tblApplications will become the applicationid in tblApplicationsManagement. I'm dealing with legacy code and therefore can't integrate with a trigger but if I manually run the insert it works fine. I was thinking of calling a stored procedure or function on form_afterinsert which will create but I don't want the stored procedure or function running as the user but internal to the application. How would I go about doing this?
