Is it possible for a Ranger to choose a halfling as a favored enemy?

I mean from a story, roleplay and thematic view, could a Ranger , who dedicates his class to tracking and shooting arrows in the hopes of slaying his mortal enemy, choose possibly the most laid back easy going true neutral race as their enemy bonus?
