Winter cycling

How do people who live in places where it's snowy most of the year keep riding?

I live in a city where there is a lot of snow for the summer months and the city barely supports bicycling so it's very dangerous between frigid temperatures and slippery roads.

Do you go out on trails or stick it and ride to work or school? I would ride to school but it's an hour's bus ride away.
