Anybody else noticed graphical errors in Fire Emblem Fates

I have Birthright and on the 2D sections before and after battle where characters talk or on the world map when they talk its like a raining effect that goes through the character art.

It's sporadic and only sometimes but I notice it.

At first I thought its my old 3DS going but its only in this game and nothing else.
