Ref problems for hockey. I really need this figured out.

I have a couple questions. Are refs allowed to blow the whistle when a player is holding the puck for only 1 seconds and turn the time back 2 seconds back from when he was holding it. Also isn't a ref supposed to blow the whistle when the goalie is sitting on the puck.

They scored on us 0.2 mil-seconds and I think that's not fair to us of what the refs called.
