[TOMT][movie] Disney? Young kids adventure. Evil scummy people. Loveable drunk grandpa. Eyeball car.

I believe it's in the same vein as Pippi Longstocking or Pete's Dragon. A kid is forced to go live with their drunk grandfather. I can't remember if it's a boy or girl. There's a duo of villains. I remember one scene where the grandfather drives a cart/car that resembles a giant eyeball, perhaps during a Halloween celebration.
