Mixing oils in foundations - how does it work over skincare and primers?

I'm seeing lots of Instagram pics and videos where people put a few drops of oil onto a beauty blender or a brush before blending their foundation. But how does oil work over a mattifying primer, let's say? Sunscreen? Nivea post shave balm? Does it work well over such products or do you need a clean, moisturized-only face?
