Wake on Lan works when turning on my PC, but fails to turn it off.

CPU: AMD FX-4130
RAM: 8.00GB Dual-Channel DDR3
MOBO: ASRock 970 Extreme4
GPU: AMD R9 280x
STORAGE: 250GB Samsung 850 Evo and 1TB WD Black

I have turned off fast boot, and enabled in BIOS, and enabled magic packet it settings in the NIC properties, and running the most current version of Realtek Ethernet Drivers.

I'm using an iPhone 5C, running this app.

Works fine when booting, but will not turn off. Am I missing something?
