Almost done with new vegas

So I have been playing new Vegas and loving it. I do tend to get frame rate drops like down to 16 fps unfortunately. I have a 3 year old basic laptop. I have also been watching Team Four Star playing Fallout 4 and live everything except the dialogue wheel. Just curious is there any possibility I could feasibly run the game on my laptop if it's on the lowest settings? It runs borderlands 2 like a dream on medium to high. If it helps it's an HP, I did get it in 2013, and its a Windows 8. Sorry just got into PC gaming and I am not very well versed in specs. Thank you. Also afraid I have no idea how to do flair and I'm currently on mobile.
