Massive drop of fps after being shot at first and turning to fight them.

I have noticed quite often if the enemy shoots first and suppresses me( I think) I will get a large drop in fps to the point that it freezes for a split second. This has cost my life many times and I am wondering if I am the only person to experience this. My settings are as low as possible and when this doesn't happen I am getting at minimum 40fps.
