How do WWII era signal flags work?

I'm aware that tanks with and without radios use signal flags, but how would a non radio equipped unit of tanks communicate with signal flags? Would they be used to signal actions in combat? I couldn't find much on the internet about the actual usage of signal flags aside from the fact tanks used them when they didn't have radios.
