What is the Best Dodge/Stealth Build?

Due to hearing of people running dodge builds (particularly if they tend to do stealth missions or whatnot), I've been working on building the respective perk decks. I already have Burglar finished and I'm halfway through Crook, and I'm going to build Rogue after that.

So, that begs the question... as a player who tends to play solo-stealth (and solo missions in general), and is looking into dodge, what would the best perks to take be, and what would the best perk deck to equip be?
