Concession Opal Fine

I need advice on whether I am in the wrong or not. So the offence was I didn't produce concession entitlement when directed, issuing officer then stated that if I sent evidence via appeal of concession opal card that I don't have to pay the fine. However, after getting my leniency appeal rejected I phoned in and the issuing officer statements says he never said such a thing. My last option is either to pay the fine or go to court. What should I do?
