MacBook Pro stuck in boot loop

MacBook Pro shows Apple logo with the progress bar at boot, but there are green lines running horizontally across the whole screen. Once the progress bar is full, it goes to a gray screen with no lines and then everything turns off. This happens every time I try to boot the MacBook. I don't seem to be able to boot into recovery or safe mode.
