Question, how does the quality of policing effect crime rates?

I'm from the DC area, lived in Fairfax VA and Montgomery MD for many years, and I never felt unsafe. Police are everywhere in the DC area, and they are highly funded and highly trained. Crime is low in areas right outside DC.

Living in Florida for the past two years has not been the same experience. I actually feel unsafe a lot of the time in a suburb of Tampa, crime is high and that never seems to change.

Are the police in Nova/DC/Maryland better than the police in Florida?

Why is there so much more crime in Florida?

And DC has a lot of ghetto parts, so it can't be just the culture of Florida vs. culture of DC area.
