Steam in home streaming help

Hey guys,

So I've set up a gaming server and created a vpn in my router, connected two pcs to the same vpn and have logged into steam. Unfortunately, neither device appears in the device streaming options and was wondering if anyone can help. I've searched around and can't find much so any advice is appreciated. I would post configuration files but I'm not sure what would be helpful so let me know what to post.

TLDR: Connected gaming server and laptop to same vpn, why can't I stream to each other?

Thanks in advance!
