Best automotive shop for vehicle inspection?

Recently went to Canadian Tire for an out of province inspection and was hit was a $3,000 charge in order to pass inspection. They were saying their was issues with my brakes (among other things) even though I had them inspected 2 months ago and there was nothing wrong with them. Just want to get a second quote from another Automotive shop and compare their findings.
