IWTL Programming/Webdev or similar skill enough to pay for my tuition

So my tuition is apparently approximately $8000 per year, or about $3700 per semester plus other fee. I have tuition due for this semester which I won't be able to pay until like, May. I have some experience with programming (Java) and some intermediate experience with HTML. I was curious what would be the most efficient way to get on the right path?

Also, being an international student, it would be sort of hard to get a formal job, so I'd have to settle for freelancing for now. I am willing to work hard, however it'd have to be efficient. I do tutor on InstaEdu (Now Chegg) which pays $20/hr but is very unreliable, so that's out of context.

Help please? I don't wanna not pay my tuition and be deported before I get a chance to join the military (in the process) and stay in the US.
