[Season 1] Question about time

In episode 5, Rust is explaining M-theory to the detectives. He says "outside of our spacetime, from what would be a fourth-dimensional perspective, time wouldn't exist. And from that vantage, could we attain it?"

What do you think he means when he says "could we attain it?"
