How are people walking In the sky in dark zone?

I feel like I'm playing halo 2 with super bounces this shit is fuckin stupid, 2 servers in a row with people running through the sky, and because it's impossible to kill a downed person from range (god only knows why) their team mates get them up after they get downed. So annoying
