Does anybody remember this song?

1999 or 2000 electronic/dance track that featured as it's only lyrics a trippy rant by a black street preacher. All I remember is him booming out 'Say behind me: I am what I am' then some other stuff like 'ya can't be nobody else' over a driving, propulsive rhythm. This has been driving me nuts. Any help would be appreciated.
